I bought this maxi dress a long time ago on Ebay.  In the midst of a bidding war, I won it for $20!  It arrived at my door a few days later, but unfortunately, the strapless halter neckline design was not proportional to my frame.  I kept on playing with it today and decided to style it as a skirt instead.
